WFP is looking to hire Programme Policy Officer (Social Protection and Disaster Risk Finance Expert)at Islamabad.

Job Purpose:

The G7, in partnership with the Vulnerable Twenty Group (V20) of Finance, aims to close the protection gap for poor and vulnerable people against climate-related losses and damages. The Global Shield against Climate Risks initiative has been established to provide and facilitate more and better pre-arranged protection against climate- and disaster-related risks. It will do so by using evidence-based, systematic, and inclusive analyses of countries’ protection gaps, and apply these analyses to design, fund, and facilitate interventions to address these gaps.

Pakistan was identified as one of the Global Shield Pathfinder countries during COP27. With technical support from UNDP, the Ministry of Climate Change and Environmental Coordination (MoCC&EC) has successfully implemented the In-Country Process (ICP), ensuring inclusive engagement of key stakeholders across the climate and disaster risk finance and insurance (CDRFI) landscape. As part of this process, Pakistan became the first country in Asia to submit its Request for CDRFI Support (RfS) to the Global Shield Secretariat building upon a comprehensive Stock take and Gap Analysis Report. In this regard, the World Food Programme (WFP) is seeking the services of a Technical Expert to provide technical support to the MoCC&EC, and specifically the Global Shield Implementation and Monitoring Cell, in advancing the components related to disaster risk financing and social protection under the support package. Within this framework, the Expert will contribute to institutional strengthening, stakeholder coordination, technical support for effective design and implementation of interventions, monitoring, reporting, and communications and advocacy efforts. 

Required Qualification and Experience

Education:

  • Advanced university degree (Master’s) in Economics, Public Policy, Disaster Risk Finance, Public Finance, Risk Financing, Risk Management, Social Protection, Environmental Science or other relevant fields. PhD in above mentioned spheres is an advantage.

Experience:

  • Minimum 3 years of relevant professional experience in disaster risk finance and / or social protection.
  • Experience working with UN agencies and non-government entities working in humanitarian response and social protection.
  • Demonstrated ability to work with government at national and local levels, donors, development / humanitarian partners and research institutes.

Knowledge & Skills:

  • Knowledge of Pakistan’s social protection at the federal, Punjab & KP province levels as well as of climate and disaster risk financing policy and programming.
  • Strong quantitative and qualitative skills.
  • Strong ability to research, write and present in both Urdu and English.

Required Languages:

  • Fluency in both oral and written communication in English and Urdu.

Duties and Responsibilities:

  • The incumbent will work under the direct supervision of Joint Secretary within the Global Shield Implementation and Monitoring Cell housed in the Climate Wing, MoCC&EC. He/she will work closely with UNDP, WFP, MoCC&EC and relevant ministries/stakeholders and will be responsible of the following responsibilities:
  • Review existing capacities of MoCC&EC and the Implementation and Monitoring Cell on disaster risk financing and social protection, with a focus on their role in the implementation of the support package. This includes identifying gaps and suggesting institutional strengthening mechanisms for long-term capacities to implement adaptive social protection measures as part of disaster risk financing solutions.
  • Conduct a mapping of stakeholders working on disaster risk finance and social protection in Pakistan to maximise their contributions to the implementation of the support package. Key areas of focus will include shock-responsive conditional cash transfers and their linkages to pre-arranged financing instruments such as adaptive/anticipatory financing and parametric insurance.
  • Provide technical support on social protection and disaster risk financing in the implementation of the support package, in coordination with key stakeholders at the international, national, and provincial level.
  • Support monitoring activities of the support package implementation, specifically focusing on its disaster risk financing and social protection components.
  • Embed disaster risk financing and social protection elements and considerations in communication and advocacy efforts, preparations of agenda settings, presentations development and delivery, and key documents; and facilitate planning and implementation of workshops and conferences, stakeholder engagement and reporting. In doing so, ensure all materials align with Global Shield principles and Pakistan’s disaster risk financing and social protection priorities with particular focus on operationalising shock-responsive conditional cash transfers mechanisms and linking them to pre-arranged financing instruments.
  • Support coordination on disaster risk financing and social protection: (i) within federal stakeholders; (ii) within provincial actors; (iii) among federal and provincial stakeholders. These include Government stakeholders, donors, international financing institutions and bilateral partners. Support the preparation of regular progress updates and technical reports for submission to the Pakistan Climate Change Council, by ensuring focus on disaster risk financing and social protection components.
  • Provide support to the coordination of key actors engaged on social protection and disaster risk financing in the Global Shield process.
