Position Title: Advisor
Project Description:
On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the Adaptive Social Protection (ASP) project implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH aims to improve the institutional, financial, and technical conditions for implementing adaptive and gender-transformative social protection in Pakistan. The project is contributing to capacity and organisational development at federal and provincial levels, as well as strengthening of coordination and policy-making across executing agencies and programmes.
Required Qualification & Experience:
- Master’s degree in computer science, Information Systems, ICT, or a related field (PhD is an asset).
- 5+ years of professional experience in IT systems development, platform management, or digital solution design, preferably in the development or public sector.
Key Responsibilities:
- Lead the requirements analysis, design, development and management of IT platforms including dashboards and mobile applications
- Establish and strengthen interoperable IT linkages for seamless data exchange across systems.
- Support data governance, including data protection and cybersecurity measures
- Provide technical guidance and ad hoc digital support to project partners – especially social protection agencies in Pakistan at the federal and provincial level
- Work closely with government partners to integrate adaptive social protection components into digital systems
- Support digital transformation efforts of partner institutions, including social protection authorities, relevant ministries, and disaster management authorities, Digital systems & Platform
- Ensuring the implementation of inclusive policies and procedures in the assigned area of responsibility to avoid systematic biases or discrimination
- Actively engage in on-going self-reflection and continues to advance their knowledge and skills related to diversity, equity and inclusion
