Job Description:

Head, Strategic Planning and Policy Unit will be responsible for leading the strategic planning and policy development efforts within the National Economic Transformation and 5Es Unit. The person will be responsible to align strategic objectives with national development goals across strategic plans including five pillars of the 5Es framework: Economy, Education, Environment, Energy, and Equity and other long term and short terms plans. The incumbent will oversee the formulation, implementation, and evaluation of policies and strategic initiatives aimed at promoting sustainable economic growth and social equity.

Qualification & Experience:

PhD (Economics or public policy from a reputed HEC recognized National / International University with ten (10) years’ professional experience including 3 years’ experience at policy making level in the field of Economic/ Planning/ Development
OR
Masters (Economics or public policy) from a reputed HEC recognized National / International University with fourteen (14) years’ professional experience including 3 years’ experience at policy making level in the field of economic/ development.
In depth understanding of entire spectrum of Planning & development/ economic policy making process
In depth knowledge of formulation, consultation, conclusion, seeking of professional advice on planning & development/ implementation / analysis and review of economic/ development policy/ plan
In depth knowledge of Govt’s strategic Planning / development policies and regulations alongside clear understanding of formulation/ approval of economic/ development polices/ projects/ programmes
Well conversant with use, benefits and application of information & communication technology in an organization.

Job Responsibilities:

Lead and plan the development and implementation of a comprehensive strategic plan for the National Economic Transformation and 5Es Unit that aligns with national priorities and international best practices.
Conduct situational analyses to identify opportunities and challenges facing the economy and craft strategic responses.
Collaborate with internal and external stakeholders to ensure a cohesive approach to strategic planning.
Oversee the research and synthesis of data to inform policy development and recommendations.
Develop, assess, and review policies that promote economic transformation and the achievement of goals within the 5Es framework.
Ensure that policy recommendations are evidence-based, feasible, and aligned with the needs of diverse sectors.
Forge partnerships with government agencies, private sector entities, civil society, and international organizations to broaden the impact of strategic initiatives.
Facilitate consultations and dialogue with stakeholders to gather input and foster ownership of strategic plans and policies.
Represent the unit in high-level meetings, forums, and discussions related to economic policy and strategy.
Establish a robust framework for monitoring and evaluating the impact of strategic initiatives and policies.
Ensure that accountability mechanisms are in place for assessing progress against strategic goals and objectives.
Prepare reports and presentations for senior leadership and stakeholders on the outcomes and effectiveness of strategic initiatives.
Provide leadership and guidance to the Strategic Planning and Policy Unit team, promoting a culture of collaboration, innovation, and professional development.
Mentor and support team members in their professional growth and capacity-building efforts.
Any other task assigned by the Chief Transformation Officer/ Senior Management of the Ministry
