UNESCO’s support to Pakistan is built around the United Nations’ common support framework for Pakistan, and its shared purpose ‘Delivering as One’ to achieve the Sustainable Development Goals (SDGs) in line with the Government’s priorities. 
UNESCO is looking to hire National Monitoring, Evaluation, Accountability and Learning (MEAL) Officerat Islamabad.
Details are as follows:

Parent Sector: Field Office

Duty Station: Islamabad

Type of contract: Service Contract

Level:  SC10

Duration of contract:   Till 31 December 2025 with a possibility of extension subject to availability of funds and satisfactory performance

Recruitment open to: External as well as Internal

Job Purpose:

Under the overall delegated authority of the Head of the UNESCO Office in Pakistan, the incumbent provides a series of technical support services in compliance with UNESCO Rules and Regulations, practices, standards and procedures to ensure smooth functioning of Monitoring, Evaluation, Accountability and Learning of the office.

Required Qualifications:

Education:

  • Advanced university degree (Master’s degree or equivalent) in statistics, demographics, public policy, international development, economics, or related field from a recognized institution.

Experience:

  • Minimum of 4 years of relevant work experience in monitoring and evaluation area  

Required Skills and Competencies:

  • Comprehensive expertise across the project lifecycle, including planning, implementation, monitoring, evaluation, and reporting
  • Strong organization and coordination skills 
  • Strong interpersonal skills, with proven ability to maintain effective working relations within a multi-cultural environment
  • Strong analytical skills on financial data and budget monitoring
  • Ability to work effectively, set priorities, and work within tight deadlines
  • Experience with monitoring and evaluation methodologies
  • Ability to draft high-quality, clear, concise documents, and reports
  • Ability to build and maintain partnerships with internal and external stakeholders
  • Excellent presentation skills and ability to communicate effectively
  • Excellent IT skills, including office productivity tools, database software, and online collaboration tools

Required Languages:

  •  Excellent knowledge (written and spoken) of English and good knowledge of Urdu.


Desirable Qualifications
:

Education:

PhD degree or equivalent in statistics, demographics, public policy, international development, economics, or related field from a recognized institution.

Work Experience

  1. Minimum of 2 years of working experience within an international organizations such as the United Nations System
    – Experience working in emergency or conflict-sensitive environments, with an understanding of the challenges and approaches required in such context
  2. Experience in applying results-based management and integrating gender mainstreaming approaches within development initiatives

Duties and Responsibilities:

Improvement and management of the MEAL mechanism

  • Provide technical guidance and quality assurance on the development, revision and finalization of the projects’ log frame matrices, particularly in the areas of performance indicators and their measurement;
  • Provide technical guidance and quality assurance on the development, revision, and finalization of projects’ work plans and keep them updated in accordance with project activities and timeframes as relevant in coordination with the relevant sector colleagues;
  • Develop and maintain the overall MEAL framework and plan with the relevant data collection mechanisms in coordination with the relevant sector colleagues;
  • Review the quality of existing data in the projects’ subject areas, the collection methods, and the degree to which they will provide good baseline statistics for impact evaluation;
  • Develop baseline data for each project component and for all project indicators, in coordination with the relevant sector colleagues;
  • Review implementing partners’ existing approaches and management information systems and agree on any required changes to ensure in alignment with the MEAL requirements from UNESCO; and
  • Develop a plan for project-related capacity-building on MEAL and provide necessary capacity building support to relevant sector colleagues and partners.

Implementation of the MEAL mechanism and coordination

  • Collect and review the quality of data from the available platforms (e.g. M&E portal, CoreManager and SAP) on a regular basis to measure achievement against the performance indicators;
  • Check data quality with relevant sector colleagues and partners;
  • Review deliverables and ensure strict compliance with the relevant UNESCO rules and regulations and the relevant contractual arrangements;
  • Maintain and administer the MEAL database;
  • Undertake missions to monitor the project progress in the fields;
  • Provide technical guidance and quality assurance on project progress reporting and reporting to regular and ad hoc data requests from stakeholders and UNInfo;
  • Lead and follow up on mid-term project review, impact assessment, final evaluation;
  • Identify areas where technical support to relevant sector colleagues and partners is needed and propose and arrange necessary capacity-building and provide technical support;
  • Identify lessons learned and develop case studies to capture qualitative outputs of the project; and
  • Provide advice to the supervisor on improving project performance using MEAL findings.

Communication

  • Produce reports on MEAL findings and prepare presentations based on MEAL data as required;
  • Actively participate in relevant data-related coordination mechanisms (e.g. Planning, Monitoring and evaluation group, Data group within the UN system in Pakistan) and report back to the supervisor and relevant sector colleagues;
  • Check that monitoring data are discussed in appropriate fora (e.g. PMT meetings) and in a timely fashion in terms of implications for future action. If necessary, initiate such discussions to fill any gap;
  • Prepare visualization of data and findings in an engaging manner for internal and external data users (e.g. donors and UNESCO senior management);
  • Review and provide quality assurance of case studies collected for visibility of project progress and impact
  • Perform other duties as may be assigned by the supervisor.
