PSPA is an autonomous body of Government of Punjab which seeks applications from the qualified, highly talented and self motivated candidates for the Project titled “Punjab Socio-Economic Registry (PSER)” for the postion of Manager HR & Admin in Project Management Unit, PSER-PSPA on contract basis.
Details are as follows:

Qualification:
- At least, sixteen (16) years in business administration / human resource management / public administration/management sciences from a HEC-recognized university
Experience:
- At least five (05) years of HR and Administration experience including 04 years in a middle management role preferably in public sector organizations, autonomous bodies, and corporations.
- Working experience for HR & Admin functions including Recruitment & Selection, Induction & Orientation, Training & Development, Performance Management, Compensation and Office Administration.
- Well-versed in devising HR strategy, policies, and procedures with the ability to monitor the implementation and evaluate the effectiveness.
- Preference will be given for public sector recruitment experience
Skills:
- Self-driven with the ability to take initiative and act independently.
- Flexible and adaptive professional having natural acumen in Human Resource Management issues.
- Demonstrated resourcefulness in setting priorities.
- Excellent verbal and written communication skills.
- Ability to effectively present and execute innovative ideas.
- Well-versed with the use of Information technology.
Job Responsibilities:
- Oversee the recruitment, selection, and onboarding processes to ensure the project is staffed with qualified personnel.
- Develop and implement HR policies and procedures that align with project objectives and comply with legal
requirements. - Manage employee relations, including performance management, conflict resolution, and disciplinary actions.
- Design and implement training and development programs to enhance the skills and capabilities of project staff.
- Responsible for all HR functions (including recruitment and selection policy/practices, discipline, grievance, mentoring, compensation and benefits administration, employment contracts, training and development, talent management, driving performance appraisals, and any other HR related issues).
- Supervise HR team and activities (from recruitment to termination) and assist management as per the approved policies and procedures and keep them updated about all HR.
- Overseeing the day-to-day management of the HR matters, including reviewing job descriptions, advertising, updating of the recruitment plan, shortlisting of job applicants and attending interviews.
- Oversee daily office operations, including scheduling, facility management, and maintaining office supplies.
- Manage the day-to-day administrative operations, including office management, procurement, and logistical support.
- Ensure proper maintenance and management of project records, documentation, and assets.
- Oversee the development and implementation of administrative policies and procedures to enhance operational efficiency.
- Coordinate and manage support services, such as travel arrangements, meeting logistics, and facility management, to ensure smooth project execution
- Ensure compliance with health, safety, and security regulations.
- Liaise with vendors and service providers to ensure timely delivery of goods and services.
- Assist in the preparation and management of the department’s budget for HR and Administrative functions.
- Monitor office expenses and ensure cost-effective solutions are implemented.
- Maintain confidentiality of sensitive and confidential information

- In case of selection, verification of the local degrees from HEC shall be required. However, in case of foreign
degree, HEC equivalence is required before appearing in the interview. - Applicants who are serving in Government/Semi-Government/Autonomous organizations must apply through
proper channel. The application without No Objection Certificate (NOC) or old NOC will not be entertained. - The competent authority reserves the right to increase or decrease the number of positions; withhold, terminate or cancel the recruitment process at any stage without assigning any reason.
