Ministry of Climate Change & Environmental Coordination, Islamabad offers challenging opportunity for employment as the Chairperson in Pakistan Climate Change Authority, a body corporate working under the administrative control of Ministry of Climate Change & Environmental Coordination, Islamabad to citizens of Pakistan.
MOCC seeks applications from qualified and self-motivated individuals for the position of “Chairperson” of Pakistan Climate Change Authority. The appointment of Chairperson shall be on contract basis initially for a period of two years extendable for a further period of two years contingent upon result base performance.

Qualification & Experience::
- Ph.D or Masters degree in Climate Change, Environment, Finance, Management Sciences, Environmental Engineering, Environmental Law/ Policy and other degrees relevant to Climate Change & Environment.
- The Chairperson shall be scientist, academician, professional, serving or retired government servant, industrialist, agriculturist or other technocrat with at least fifteen (15) years’ experience in fields related to climate change and the environment, with a distinguished service record.
Job Responsibilities:
The candidates for the post of Chairperson will have the following Job Description and Deliverable Tasks:
- Perform the functions and exercise the powers of the Authority; and
- Discharge such duties and perform such functions as are assigned to him by the Council or by the Government
- Until the Council is duly constituted, the Chairperson shall, subject to such directions as the Government may give from time to time, perform the functions and exercise the powers of the Council.
- The Chairperson may, by general or special order, delegate any of his functions or powers to officers or staff appointed under section 7 of the PCCA, Act 2017.
- Formulation of comprehensive adaptation and mitigation policies, plans, programmes, projects and measures designed to address the effects of climate change and meet Pakistan’s obligations under international conventions and agreements relating to climate change and within the framework of a national climate change policy as may be approved by the Federal Government from time to time;
- Establishment of institutional and policy mechanisms for implementation of Federal and provincial adaptation and mitigation policies, Plans, programmes, projects and measures, including plans for renewable energy and clean technology measures for energy efficiency and energy conservation and awareness-raising and capacity-building programmes;
- Preparing suitable adaptation and mitigation projects for submission to international and local institutions for funding, including the Clean Development Mechanism, Global Environmental Facility, Green Climate Fund and Adaptation Fund;
- Preparing the National Adaptation Plan and its constituent provincial and local adaptation action plans, the Nationally Appropriate Mitigation Action Framework and the Intended Nationally Determined Contributions, Nationally Determined Contributions and National Communication to be submitted to the concerned Secretariat of the United Nations Framework Convention on Climate Change and monitor implementation thereof;
- Carrying out Technology Needs Assessment and preparing Climate Change Technology Action Plan in accordance with international best practices for seeking technical and financial support, amongst others, through the Technology Mechanism;
- Preparing projects for funding under the Reducing Emissions from Deforestation and Forest Degradation (REDD+) Mechanism;
- Formulating guidelines for the protection and conservation of renewable and non-renewable resources, species, habitats, and biodiversity in general which are adversely affected or threatened by climate change;
- Designing, establishing and maintaining a national registry and database on greenhouse gas emissions in accordance with internationally adopted emissions quantification methodologies, standards and protocols;
- Working in collaboration with relevant Government Agencies and non-governmental organizations and after the conduct of relevant research and studies, set targets and coordinate actions for the reduction of greenhouse gas emissions and development of carbon markets;
- To fully operationalize the authority as per functions / tasks given in the Pakistan Climate Change Act, 2017.
Disqualification:
No person shall be eligible for, or hold appointment as as Chairperson who:
- has been dismissed, removed or compulsorily retired from service as a consequence of disciplinary proceedings;
- has been convicted, by a court of competent jurisdiction, for an offence involving moral turpitude or corruption;
- is beneficiary from the National Reconciliation Ordinance, 2007 (LX of 2007).
General Instructions:
