PMA is looking for applications from highly qualified and motivated professionals to join their dynamic team for the position of Executive Director (Finance), based in Lahore.

Qualification and Experience:

  • Member of recognized body of professional accountants or Master’s /M.Phil in finance/audit (18 years of education from HEC recognized institute) with 12 Years of relevant experience in preparation of budgets, annual accounts, financial reporting, funds management, taxation, and financial analysis in public/private sector organizations, with at least 5 years in a leadership role. Experience in public sector will be preferred.

OR

  • BS 19 or above serving officer of Provincial Accounts having 15 years or more experience in relevant field.

Role Responsibilities:

  • The position is responsible for planning, directing, controlling, monitoring and dealing with finance related matters of the Authority. The position holder is responsible for carrying out/supervising different activities related to financial management, budgeting, reporting, forecasting, analysis, compliance to different statutory requirements, to ensure smooth running of Authority.
  • Ensure that appropriate books of accounts and financial records are maintained and an effective system of internal financial control in implemented.
  • Supervise budgetary control ensuring financial discipline and recommendations of remedial actions as and when required.
  • Coordinate with all regulatory authorities and external parties such as Federal Board of Revenue, Auditor General Officer, Finance Department, Punjab Revenue Authority, Banks, etc. for finance and accounts related activities.
  • Coordinate with the internal, external, government and other regulatory auditors (FBR, PRA, etc.) ensuring the audits are completed in a smooth and timely manner and issues are swiftly resolved.
  • Ensure adequate controls are in place and substantiating documentation is approved and available such that all transactions are fairly, transparently, accurately and correctly recorded and reflected.
  • Supervise the preparation of statutory and management financial reports along with budgets and periodic rolling forecasts.
  • Ensure accuracy of all vouchers/ payments and maintenance of statutory books of records; accounts, ledgers, cash books, fixed asset registers, etc.
  • Maintain day-to-day financial controls of the PMA and ensure all finances are properly administered and monitored. He/ she will also design internal policies and procedures within the finance, accounts and financial aspects of procurement functions along with monitoring their implementation and adherence.
  • Ensure timely and accurate deductions / deposits of applicable taxes, filling of returns and maintenance of tax challans against receipts.
  • Ensure maintenance of computerized accounting which approximates to the needs of the organization and authenticate every journal entry to ensure the entry made in the system is against the correct heads of accounts.
  • Responsible for ensuring the appropriate advice is given to the Authority on all financial matters, for keeping proper financial records and accounts, and for maintaining an effective system of internal financial control.
  • Perform other such duties that may be assigned by the Authority or Managing Director from time to time.

7. Only shortlisted candidates will be called for the interview. No T.A / D.A will be given to candidates called for test/interview.

8. The applicants are required to pay an Application Processing Fee (non-refundable) Rs. 900/- before or on the closing date only through bank deposit slip at Bank of Punjab, Account No.6580045522200045 (Masstransit Authority Non-Fare Revenue (NFR) Fund Account) and upload the scanned copy of paid challan with online job application on Punjab Job Portal.

9. Applications without processing fee and/or processing fee submitted through Postal Order/ Bank Draft will not be considered/ accepted in any case.

10. Candidates, who want to apply for more than one post, must apply separately and pay separate fee for each post.

11. The experience as part time, honorary/ self-employed and apprentice/ intern will NOT be considered/ counted as experience.

12. Applicants already in government service should apply through the proper channel and submit No Objection Certificate (NOC) at the time of interview, issued by the competent / appointing authority as the case may be. Date of applicant’s appointment and nature of job should be clearly reflected in NOC.

13. Applicants would be required to bring their original documents; educational certificates, transcripts, experience letters, paid Challan Form, driving license against the relevant post, and any other relevant document at the time of interview.

14. Candidates passing the interview will have to submit a copy of their degrees/certificates duly verified by HEC (in case of a foreign degree an equivalence certificate issued by HEC) along with a fresh police character verification certificate and medical fitness certificate issued by district hospital.

15. Government approved quotas (if applicable) will be observed subject to fulfillment of applicable terms & conditions by the candidate.

16. General age relaxation of 5 years for male candidates and 5+3 years for female candidate shall be applicable as per Government Instructions.

17. Punjab Masstransit Authority reserves the right to increase/decrease number of any post/accept or reject any application/cancel the recruitment process altogether at any stage without assigning any reason
