Job Opportunity: Ministry of Information Technology & Telecommunication Hiring “Innovation Manager” for World Bank Project (DEEP) at Islamabad

Exciting Job Opportunity at Ministry of Information Technology & Telecommunication (MoITT).
Digital Economy Enhancement Project (DEEP) is a World Bank assisted project with the objective to enhance the Government’s capacity for digitally enabled public services delivery for citizens and businesses.

Ministry of IT & Telecom (MoITT) is the sponsoring agency of the project with execution support of
(i) Board of Investment (BoI),
(ii) National Database and Registration Authority (NADRA),
(iii) National IT Board (NITB), and
(iv) Ignite – National Technology Fund.
We are looking for the services of exceptionally sound and self-motivated professional for the position of “Innovation Manager” at Islamabad.
Details are as follows:

Project Description:

DEEP aims to develop a framework and technology to promote digital services across Pakistan, significantly transforming citizen-centric services nationwide. A key component is the establishment of Civic Innovation and Technology Labs (CITL), which will serve as collaborative platforms for citizens, government, startups, and academia to drive social innovation and address community challenges through technology.
Ignite – National Technology Fund, known for its expertise in technology entrepreneurship and innovation projects, is mandated to establish and operate CITL. By leveraging civic technology, Ignite, through this component, aims to enhance citizen engagement, improve citizen-centric services, and foster transparency.

Qualification:

  • Minimum 16 years of education in Innovation, Technology, Engineering, Social Sciences, Management Science, Business Administration or related fields from an HEC-recognized university.

Experience:

  • At least 7 years of professional experience, including leadership roles in innovation management.
  • Proven track record of driving innovation within public or private sector organizations.
  • Strong understanding of civic technology, social innovation, and digital transformation.
  • Excellent communication and stakeholder management skills.
  • Proficiency in project management methodologies and tools.
  • Excellent communication, training, and interpersonal skills.

Skills / Expertise:

  • Ability to work effectively in a multicultural environment and with diverse stakeholders.
  • Experience in World Bank or other donor-funded projects is preferred.
  • Strong advocacy and networking skills to identify and promote innovation related initiatives.
  • Excellent problem-solving and decision-making abilities.

Job Responsibilities:

The Innovation Manager will lead and oversee the creation, development, and implementation of innovative ideas, processes, and services within public sector organizations. Their primary role will be to promote innovation aligned with the program’s vision and facilitate impactful collaborations with stakeholders.

The responsibilities include (but not limited to) the following:

  • Developing and executing innovation strategies aligned with the DEEP project’s objectives.
  • Leading the establishment of Civic Innovation and Technology Labs (CITL) in all dedicated locations.
  • Fostering partnerships with startups, academia, and industry to drive innovation.
  • Identifying and implementing cutting-edge solutions to improve citizen-centric services.
  • Monitoring and evaluating the impact of implemented innovations and preparing progress reports.
  • Active liaison with the implementation partner to organize workshops, hackathons, and events to encourage stakeholder participation.
  • Representing the project in relevant forums to promote its objectives and outcomes.
  • Developing strategies and frameworks to foster innovation within public sector organizations in line with the project vision.
  • Leading the design and implementation of programs and initiatives to promote civic innovation and enhance citizen engagement.
  • Facilitating collaborations among government entities, private sector partners, and civil society organizations to drive innovation.
  • Providing technical guidance and support to ensure the successful execution of innovative projects and initiatives.
  • Advocating for policies and practices that support innovation and digital transformation within public sector organizations.

Schedule For The Assignment:

The Innovation Manager will be appointed on a contract basis for a tentative period of 12 Months. However, in case of additional time engagement the process and modalities of extended duration will be finalized at the time of Contract.

Remuneration and Other Benefits:

  • Pay and financial benefits as per the approved rates for the assignment.
  • Travel expenses as approved by the World Bank and the Government of Pakistan.
  • This is a consulting-based appointment and does not offer medical or other benefits.

Reporting Obligations:

  • This position is based at Islamabad, Pakistan.
  • The Innovation Manager will report to the Project Director Ignite PIU, Digital Economy Enhancement Project (DEEP).
  • The Innovation Manager is required to follow all rules and directives of the Government of Pakistan and the World Bank for the successful implementation of the project.
  • The Innovation Manager is required to follow working days and timings as per the directives of the Federal Government of Pakistan.
  • The Innovation Manager is prohibited from working for any other party or a paid job, or taking any other assignment during the course of this contract without written approval from the Competent Authority.
  • The Innovation Manager shall ensure that all the required reports for the CITL component of project are prepared on time in accordance with the requirements of the Government of Pakistan and the World Bank.
