Punjab Skills Development Fund is the largest skills development fund in Pakistan, established in 2010 as a not-for profit company set up by Government of Punjab. PSDF looking for the services of a dynamic and self-motivated professional for the position of “Manager Finance & Accounts” at Lahore.

Qualification and Experience:
- Master’s degree in Finance/ Accounts/ Commerce, or a relevant / similar discipline from an HEC-recognized/accredited university.
- A minimum of 10 years of experience and 2 years of experience at the managerial level in a relevant/similar field.
The required experience for this role requires you to have:
- Good understanding of TVET sector its dynamics and trends.
- Good practical knowledge of IAS and Company’s Ordinance 1984.
- Good understanding of business processes and Company systems like ERP Financials.
- Know-how of Audit & Internal Control Standards.
- Thorough knowledge of IFRS.
- Knowledge of risk assessment and management.
- Acquaintance with Federal and Provincial Tax Regulations.
- Knowledge of banking regulations.
- Understanding of companies’ Ordinance 1984.
- Demonstrated knowledge of strategic public relations drives for building company’s image.
- Strong relationships with leading creative, PR and digital companies in Pakistan.
- Demonstrated experience and results of sales and/or business development work.
- Detailed knowledge of deal structure and design.
- Strong knowledge of business development concepts approaches and methodologies.
- Knowledge of Risk Management Principles and Techniques.
Job Responsibilities:
- Develops finance departmental objectives/ plans considering objectives and sets targets for upcoming year based upon comparative and trend analysis.
- Leads the budgeting and planning exercise. Initiates the budget preparation process upon receiving target elements/ focus areas from CFO. Engages relevant departments for budget preparation and seeks clarification in proposed budget from respective departments.
- Advises on and ensures that proper financial controls are in-place and exercised. Maintains a working knowledge of how new regulations/policies, and political/economic trends may impact.
- Timely preparation of monthly reports to the Management/donors/ external agencies i.e. Monthly/quarterly reporting of Accounts, Budget vs Actual analysis (PSDF & Programme wise) and other special reports required by management from time to time.
- Periodical review of GL to ensure correctness/completeness of TB for preparation of financial statements as per applicable governing rules for external auditors and liaison with external auditors to complete audit in timely manner.
- Supervision to ensure timely preparation of weekly /monthly withholding tax details (direct/indirect taxes) includes preparation of PSIDs, Monthly/annual filing of returns & tax certificate to TSPs & Vendors.
- Monitors and manages finance operations. Prepares management accounts of monthly / quarterly bases or as per set criteria. Estimates cash flows based on invoicing schedule and approved budgets and manages as per CFO’s direction.
- Highlights associated challenges and devises actions steps to cope with challenges based on the recommendation, feedback, and ideas of CFO. Brainstorms ideas for improvements in progress of accounts, seeks support of management for resolution of pending matters.
- Understands special reports requirements from CFO, prepares and presents the reports as per defined timelines. Oversees preparation of monthly accounting reports as per standards by reviewing all expenses OPEX and CAPEX in-coordination with CFO.
- Shares departmental performance with supervisor against objectives set for previous year. Understands & collects departmental requirements with support of subordinates and reflects upon department’s associated needs.
- Provides effective and inspiring leadership to the team. Ensures parity among subordinates with regards to learning and growth opportunities. Helps creating a conducive working environment to build and sustain an engaged and committed team.
