Qualification and Experience:
- Master’s Degree in Public Health / Master’s Degree in Health Economics / Master’s Degree in Health Financing / Master’s Degree in Actuarial Sciences Master’s Degree in Health Planning / Master’s Degree in Business Administration / Master’s Degree in Public Administration from HEC/PMDC recognized institute.
- Minimum 8 years of working experience of health insurance policy, planning and design, health insurance operations management with any insurance company/health insurance policy and planning institutions from public / private sector organization, out of which minimum 2 years of experience as head of department / functional head.
Job Responsibilities:
- Design the Health Insurance model(s) for PHIMC, develop its process flows, and design implementation plans to execute health insurance to the identified
- Ensure the timely implementation of Third-Party Validation, Evaluations, and other surveys required for the improvement of the
- Ensure proposed/approved recommendations and outcomes of Third-Party Validation, Evaluations, and other surveys are adhered/implemented.
- Recommend cost-effective measures/initiatives to the management/board of the company for the improvement of health insurance, e.g., avoiding duplication of benefits to the beneficiaries, revenue generation for health insurance, co-payment arrangements
- Leads in the compilation of information, and drafting of clear/specific reports/documentation required for internal and external monitoring and auditing purposes
- Providing guidance, processes, templates, and support with equivalent governance, risk, and compliance systems to facilitate risk management
- Validate and monitor adherence to implemented policies, procedures, workflows, and processes: identify, recommend, and implement improvement initiatives
- Generate methods to develop and improve the overall delivery and performance of the Insurance Company
- Apply data analytics, predictive models, and industry trends to develop utilization management strategies
- Undertaking root cause analysis on incidents and complaints and driving the implementation of effective corrective and preventative actions
- Establish and maintain working relationships with both internal and external stakeholders required to plan and execute
- Supervise consultants and program team in developing detailed guidelines for responsibilities at different Government Levels in dispensing health
- Liaise and coordinate with relevant stakeholders (Ministry of Health, other Provincial Health Departments, insurance companies, actuarial experts, etc.) to facilitate dialogue and garner specialist input for the health insurance model, implementation design, and
- Ensure the setup of Complaints Management committees at all tiers of implementation
- Supervise and monitor the process of disputes and complaints resolution forwarded to
- Monitor the process of complaints management by the district offices in the province
- Extend timely advisory services to the PHIMC management and facilitate their understanding of health insurance technicalities as and when required including presentations, documented submissions, concept briefs, reports, etc.
- Supervise and manage the health insurance team in attaining the program targets by inculcating a practice of regular planning and performance assessment at program and individual
- Stipulate specific targets for the program in lieu of the health insurance product design and implementation plans, and take ownership of the performance and outputs including work plans complete with periodic targets and variable indicators for program progress and
- Design and develop detailed guidelines for institutional roles and responsibilities at different Government levels, including those of the private sector (insurance companies, hospitals, NGOs, etc.) under the umbrella of health insurance
- Develop and present quarterly reports to PHIMC management on the progress of the health insurance model and program.
