Pakistan Software Export Board (PSEB), the apex body of the ministry of IT and Telecommunication is hiring “Director Operations & HR” at Islamabad. Job details are as follows:
Position Title: Director Operations & HR
No. of Positions: 01
Employment Status: Contract
Gender: Both
Age: Maximum 50 years as of deadline for application submission.
Qualification:
- Minimum 16 years of education or higher in Business Administration, Human Resource Management, Public Administration, Finance, Economics, or a related field from a university recognized by HEC.
Experience:
- Minimum twelve (12) years post qualification of progressive and proven experience in modern Operations, HR, procurement and administrative practices, organizational development, and change management including at least five (05) years in a leadership role.
- Knowledge of IT industry trends and proficiency in using technology for HR and operational management is a plus.
- Strong understanding of administrative and operational best practices, including the use of technology to optimize processes.
- Excellent communication, interpersonal, and leadership skills.

Job Responsibilities:
Strategic Alignment:
- Align HR, operations, and administration with PSEB’s mission to facilitate the IT sector.
- Collaborate with leadership to ensure smooth execution of strategic initiatives.
- Lead change management efforts to build an agile and future-ready organization.
- Develop and update policies, procedures, and guidelines to reflect best practices.
- Advise the management on HR and operational matters.
- Monitor organizational performance and recommend improvements.
Operations Management:
- Streamline operational processes to ensure efficiency and effectiveness.
- Ensure adherence to best practices in governance, compliance, and risk management.
- Monitor and enhance operational workflows to support PSEB’s strategic objectives.
- Develop and implement efficient systems, processes, and procedures for operational excellence.
- Ensure compliance with regulatory requirements and organizational policies.
Human Resource Management:
- Design and implement HR strategies, modern HR policies and practices aligned with organizational goals.
- Drive talent acquisition, onboarding, employee engagement, performance management and retention strategies.
- Develop and execute succession planning and employee development initiatives.
- Foster an inclusive and collaborative organizational culture.
Procurement Management:
- Develop and implement procurement policies to promote efficiency, transparency, and cost-effectiveness.
- Ensure compliance with PSEB, PPRA, and government rules by managing and overseeing the entire procurement process.
- Supervise procurement activities, ensuring timely delivery, quality standards, and proper documentation for audit compliance.
- Negotiate and manage vendor contracts while monitoring supplier performance to resolve delivery issues.
- Collaborate with internal departments to plan procurement needs and provide regular updates on status and cost-saving initiatives.
Administrative Oversight:
- Manage and oversee the day to day administrative services, ensuring timely and effective support to all departments.
- Implement systems to improve workplace safety, security, and functionality.
- Oversee resource management.
Leadership and Team Building:
- Lead and mentor the HR and operations teams to achieve their goals.
- Promote a culture of transparency, teambuilding, accountability, innovation, and continuous improvement.
