Career Opportunity at Export-Import Bank of Pakistan (EXIM Bank)
Export-Import Bank of Pakistan (“EXIM Bank”) is set up by the Government of Pakistan, as Pakistan’s official Export Credit Agency, to support inter-alia the growth of exports and to undertake import substitution projects. EXIM Bank is looking for applications from interested and qualified individuals for the position of “Head of Compliance” at Islamabad and Karachi.
Details are as follows:
Position Title: Head of Compliance
Location: Islamabad, Karachi
Gender: Both
Age: 18 – 55
Qualification:
- Minimum of a Bachelor’s (Master’s preferred) or equivalent in Economics, Finance, Commerce, Business Administration or other relevant fields from a leading international or local university recognised by the Higher Education Commission (H.E.C.) of Pakistan.
Experience:
- Minimum 10 years of relevant work experience in/with financial institutions in Pakistan with Minimum 4 years of senior management/leadership compliance experience in/with a leading financial institution in Pakistan.
Competencies:
- Strong understanding of SBP rules, regulations, guidelines AML/CFT laws, etc.
- Keen understanding of existing and emerging compliance requirements and practices, both locally and globally
- Excellent detail-oriented approach to compliance while keeping the big picture in mind
- Well versed in setting up systems and processes for operational compliance.
- Impeccable integrity and the ability to give unbiased and sound advice.
- Excellent written and oral communication skills both in English and Urdu.
- Very good computer literacy and inclination towards automation.
- Ability to work independently and create goals and vision for delivery in ambiguous, difficult or new situations.
- Manages people well; excellent motivator; gets the most and best out of people he/she has; delegates and develops; keeps people informed.
- Ability to problem-solve and clearly articulate objectives and the path to take in order to implement new processes and programmes.
- Ability to pull together disparate stakeholders as needed.
- Strong and confident team player, motivated, and passionate about the vision and mission of the bank, and deep desire to contribute to the overall success of EXIM Bank’s mandate.
- Critical thinker and strong analytical skills
- Very good monitoring, auditing, research and investigation skills
- Good knowledge of Trade Finance and T.B.M.L.
- Excellent written and verbal communication is mandatory
Key Responsibilities:
- Develop the EXIM Bank compliance strategy and programme to ensure that the Bank operates in compliance with internal policy, procedures and external regulatory obligations.
- Lead and manage the development of bank-wide compliance policies and controls in line with SBP requirements and global best practices.
- Establish standards and implement procedures to ensure that the compliance programmes throughout the organisation are effective and efficient in identifying, preventing, detecting and correcting noncompliance with applicable laws and regulations.
- Develop policies relating to KYC/AML/CFT/Proliferation Financing and oversee their implementationReview and approve EXIM Bank’s internal policies, product programs, SOPs, marketing/branding content etc. to ensure that these comply with the prevailing regulations.
- Ensure coordination with SBP inspection team during on-site inspections by maintaining effective liaison between inspection team and different functions of the bank.
- Provide guidance, advice, and/or training and educational programmes, to improve employees’ understanding of related policy requirements, laws and regulatory requirements.
- Ensure that an updated inventory of regulations is maintained for ease of reference.
- Ensure timely and proper periodic and ad hoc reporting to regulators and authorised external agencies whist maintaining professional relationships.
- Review correspondence with SBP seeking guidance, clarification & approval and ensure dissemination of SBP responses to the concerned quarters for meticulous compliance.
- Raise compliance issues at various forums like Executive Management Committee and become a trusted expert advisor/partner to the business.
- Maintain an effective relationship and interaction with regulators on all compliance matters.
- Effectively coordinate with key stakeholders to identify areas of potential compliance risks in order to implement preventive/corrective strategies to address compliance issues.
- Keep abreast of emerging compliance related topics and best practices and share developments in the field of compliance with the executive management team of EXIM Bank.
- Attract, retain, lead and develop a team with the right skills and values to meet evolving organisational needs.
- Develop and implement a comprehensive Trade-Based Money Laundering framework tailored to the bank’s products and operations, ensuring robust controls and compliance with SBP guidelines.
- Demonstrate in depth knowledge of the latest T.B.M.L. challenges and trends, providing expert insights to mitigate associated risks effectively and deployment of T.B.M.L. detection and prevention strategies.
- Exhibit expertise in identifying and reporting Suspicious Transaction Reporting(S.T.R.), ensuring adherence to established protocols and timely submission to relevant authorities.
- Ensure alignment of the bank’s business models with SBP T.B.M.L. requirements, ensuring ongoing compliance and adaptation to evolving regulatory expectations.
- Candidate should possess sound knowledge of trade model of country and allied banking practices over different trade modes.
