About The Department of Foreign Affairs and Trade:

The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high-quality overseas aid program and helping Australian travellers and Australians overseas. The department provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian government agencies to drive coordination of Australia’s pursuit of global, regional and bilateral interests.

About the position:

With limited direction, the Human Resources Manager will provide a range of human resources functions and associated administrative and financial services to support the operations of the Australian High Commission Islamabad (Post). The position will undertake complex work, under limited direction, and with the opportunity for reasonable autonomy and accountability. The role takes initiative and exercises judgement in applying HR and admin practices and procedures.

Required Qualifications/Experience/Knowledge/Skills:

  • Relevant qualifications or at least 5 years work experience in human resource management or a related field and sound knowledge of modern HR practices and local labour law.
  • Demonstrated experience in the use of human resource and financial management information systems.
  • Well-developed client service skills and ability to identify and solve problems.
  • High-level written and oral communication skills in English and Urdu.
  • Strong interpersonal skills and demonstrated ability to manage and lead a small team to prioritise work and deliver outcomes to a timeline agreed by management.
  • Demonstrated ability to build and foster productive working-level relationships with internal and external stakeholders

Key Responsibilities of the position include but are not limited to:

  • Provide high level strategic advice to post management and agency heads on general human resources (HR) management matters, application of locally engaged staff (LES) employment terms and conditions and LES HR policies, and developments in local labour law that may impact on the Post’s operation.
  • Manage recruitment and selection processes for all LES positions, negotiate and prepare employment contracts, and coordinate on-boarding and induction processes including arranging new staff probity/security vetting and medical clearance.
  • Monitor, analyse and report on changes to the Pakistan local labour law and possible implications to the Embassy LES Terms and Conditions and current practices.
  • Manage and facilitate the LES separation processes, calculate and arrange final payments, and maintain accurate records for all ongoing and completed employment contracts.
  • Manage LES and Head of Mission Domestics’ (HOMDOM) salaries, leave and conditions of service benefits and associated payroll processing. Prepare periodical and need-based remuneration and financial reports concerning LES.
  • Manage and ensure the LES Performance Management System operates effectively and efficiently and required records are maintained by both staff and supervisors.
  • Identify LES training needs and develop suitable staff training opportunities under broad direction of post management.
  • Develop, manage and strengthen working relationships with a range of internal and external stakeholders such as partner agencies, local authorities, the Post’s lawyer, training providers, and insurance firms. Liaise regularly with lawyers and relevant authorities about developments in local labour laws.
  • Manage and lead the HR team, develop and maintain local HR processes and checklists in accordance with DFAT policies, establish work priorities, monitor performance, provide regular feedback and identify learning opportunities.
  • Contribute to reviews by Post management to ensure effectiveness and productivity of the organisational structure. Support Post management in undertaking routine and comprehensive reviews of the LES terms and conditions of employment and implementing review outcomes.
  • Perform general administrative duties including responding to inquiries from internal and external clients and provide back-up support as required for other corporate functions.

Employment conditions:

Subject to successful completion of probationary period, satisfactory medical check and background police verification, the successful applicant will initially be offered a one-year employment contract which may be extended subject to the Australian High Commission’s requirement and agreement between the employer and the employee.
