This is done through UNDP’s core work in reducing inequalities and social exclusion that drive HIV and poor health, promoting effective and inclusive governance for health, and building resilient and sustainable systems for health. UNDP also contributes through its coordinating and convening role in bringing together multiple partners and resources at national and local levels. 
UNDP Pakistan is looking to hire “National Monitoring and Evaluation Associate” at Islamabad. Details are as follows:

Required Skills and Experience:

Education:

  • Secondary Education is required or Bachelor’s degree in Sociology, Social Science, Management, Public Health, Statistics or equivalent or equivalent field will be given due consideration, but it is not a requirement.

Experience:

  • Minimum of 7 years (with secondary education) or 4 years (with bachelor’s degree) of progressively responsible experience in project/programme monitoring and evaluation. 
  • Experience of conducting routine data analysis using Excel is required.
  • Proven experience in donor reporting is required. 
  • Experience working with INGOs and/or UN in health-related projects is desired.
  • Proven experience and good understanding of routine health information systems and knowledge of management information systems is an asset. 
  • Proven experience in the use of IT tools and in database management is desired. 
  • Experience with Global Fund policies and procedures is an asset. 

Required languages:

  • Fluency in English and Urdu is required.

Duties and Responsibilities:

Under the direct supervision of UNDP’s National Monitoring and Evaluation Specialist and in close coordination and collaboration with the PMU team, the National Monitoring and Evaluation Associate (M&E Associate) will work to ensure the proper execution and monitoring and data reporting of activities and services for the Global Fund HIV grant. S/he will lead in identifying monitoring and evaluation needs of SRs/SSRs and make appropriate recommendations. The M&E Associate with the M&E Officers will promote a collaborative, client-oriented approach, ensuring integration across functional areas within the PMU and support to the integration of capacity and health system strengthening activities in the area of monitoring and evaluation.

Ensure the implementation of monitoring and evaluation policies and strategies, focusing on achievement of the following results: 

  • Support the M&E Specialist in finalizing the monitoring and evaluation framework of the Global Fund project and ensure its implementation in compliance with UNDP rules, policies and procedures and corporate agreement with the Global Fund; 
  • Support the M&E Specialist in updating the performance framework of the Global Fund grant in coordination with the national programmes and technical partners; 
  • Support the M&E Specialist in developing monitoring and evaluation tools and processes for the Global Fund project; 
  • Ensure and support regular monitoring of programmatic activities carried out in the field through the supervision provided by the Sub-recipients (SRs) and by UNDP; 
  • Coordinate with the SRs to ensure the finalization and updating of the Monitoring and Evaluation plans of the National Strategic Plan; 
  • Strengthen systems and tools, and training materials to train staff of the implementing partner; 
  • Conduct an assessment of the M&E capacity of SRs, and develop and lead the implementation of a capacity development plan; and 
  • Provide assistance in the process of carrying out evaluations and research (review of reports, participation in meetings, participation in the management and/or organization of seminars, meetings and other special events); 
  • Identify potential implementation difficulties and bottlenecks and recommend appropriate strategies to address them in coordination with the M&E Specialist; 
  • Coordinate the compilation of data and report to the M&E Specialist; and 
  • Ensure detailed documentation of progress and results (report of each activity, study, etc.) and ensure reporting to the Global Fund quarterly, every 6 months, or as required (results, data quality, explanations of performance, and proposals for strengthening (if the results are underperforming).

Support the effective management of the monitoring and evaluation process, focusing on achievement of the following results: 

  • Support the planning process of monitoring activities for PMU and SRs’ and follow up on implementation; 
  • Provide technical support to sub-recipients (SRs) and sub-sub recipients (SSRs) for the implementation of monitoring and evaluation plan; 
  • Prepare project operational and administrative reports by collecting, selecting, reviewing and maintaining a wide range of information; 
  • Ensure the Global Fund project is monitored according to the monitoring plan, and inform deviations of planned activities and identify needs of reprogramming; 
  • Contribute to the identification of potential implementation difficulties and bottlenecks and propose and help to implement mitigation measures to address them; 
  • Collect and analyze aggregated data from implementing partners; 
  • Support the development or revision of tools to ensure a high quality of monitoring activities and project database maintenance; 
  • Follow up on the implementation of recommendations from assessments / spot checks and audits and under the direction of the M&E Specialist contribute to the preparation of the OAI, OIG, and SR audits, meetings with auditors and the timely implementation of follow-up recommendations; 
  • Contribute to the standardization and harmonization of data collection tools, indicators and related guides; and 
  • Provide ongoing technical support to SRs and ensure reports are submitted on time and with quality in the electronic reporting system. 

Ensures facilitation of capacity building and transition planning focusing on achievement of the following results: 

  • Support capacity assessment of monitoring and evaluation (M&E) functions of the SRs and SSRs and propose capacity development plans to strengthen M&E; 
  • Collaborate and coordinate with national partners, government, UN agencies, government agencies, NGOs, technical partners and other organizations on monitoring and evaluation good practices; 
  • Supports the M&E Specialist on the engagement with national partners and implementation of the capacity development and transition strategies to support national entities to implement and assume the PR role, ensuring access to appropriate tools and resources; and
  • Under the direction of the M&E Specialist maintains proactive partnerships with all key stakeholders, policy makers and donor partners. 

Provide technical support to draft reports focusing on achievement of the following results: 

  • Working with the SRs and government, receive and verify SR programmatic reports, provide feedback on the SR’s performance during the reporting period and on the quality of the reports presented by the SRs; 
  • Collect data and provide inputs to prepare periodic progress update (PU/PUDR) reports, including explanations of all variances; 
  • Follow up on performance indicators/ success criteria, targets and milestones, preparation of reports; 
  • Analyze the data and information and prepare monthly progress reports on major activities; and 
  • Provide inputs, information and statistics for quarterly, semi-annual, annual, and other reports. 

Ensure the facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation, focusing on achievement of the following results: 

  • Identify and formulate lessons learned and document best practices of evaluations and studies to be incorporated into project reports; 
  • Ensure the implementation of training in M&E and on the health information system and / or capacity building of the SR staff and implementing partners involved in the implementation. implementation of the Global Fund grant; 
  • Maintain cooperative relationships with all key stakeholders, including the national coordination mechanism and SRs as requested by M&E Specialist; and 
  • Actively participates in UNDP and other relevant external networks. 

Any other duties assigned by the M&E Specialist:

  • Provide support for implementation/completion of the IBBS as needed.
  • Provide support for data analyst consultant and other consultants/firms as needed.
  • Support the development and implementation of the project management dashboard system, in collaboration with PMU, government, CBOs, and partners as needed.
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
