Punjab Skills Development Fund is the largest skills development fund in Pakistan, established in 2010 as a not-for profit company set up by Government of Punjab. PSDF looking for the services of a dynamic and self-motivated professional for the position of “Manager Monitoring“ at Lahore.

Qualification and Experience:
- 16 Years of Education in Business Administration/ Management Sciences/ Social Sciences / Data Sciences/ or any relevant / similar degree from an HEC-recognized / accredited university.
- A minimum of 5-8 years of experience in a relevant/ similar field.
- Experience in monitoring & evaluation of donor funded projects will be preferred.
The required experience for this role requires you to have:
- Build strong relationships with External Teams i.e. Training Service Providers, Third Party Monitoring firm, Third Party Stipend Disbursement Agency, Trainees, Donors.
- Build strong relationships with Internal Teams.
- Analytical, organizational, problem solving and decision-making experience.
- Strong interpersonal & communication skills.
- Ability to accept, lead and create change.
- Action oriented and proactive approach.
Job Responsibilities:
- Lead the design and implementation of the monitoring framework, ensuring monitoring work plans are in place and aligned with organizational goals.
- Manage program monitoring according to business rules across assigned schemes, training service providers, and regions.
- Oversee third-party monitoring firms to ensure optimal service utilization, system availability, and performance evaluation.
- Conduct surprise field visits through internal monitors to verify service provider deliverables and prepare periodic progress reports.
- Develop and implement compliance policies and procedures to ensure adherence to organizational guidelines and evolving requirements.
- Ensure compliance during internal and external audits, evaluating adherence to policies and procedures.
- Oversee the timely processing of system-generated payment and service recommendation notes, including trainee support such as stipends, as per agreed turnaround times.
- Liaise with IT to resolve system-related issues in Business Support Systems (BSS), Training Provider Management (TPM), and Administrative Management Systems (AMS) for smooth processing.
- Proactively identify and mitigate risks to enhance internal controls and improve program efficiency.
- Lead the monitoring team, ensuring systematic tracking of program performance and providing strategic guidance.
- Establish and monitor KPIs, benchmarks, and targets to assess program progress.
- Ensure efficient data collection and reporting processes are in place to track program progress.
- Integrate monitoring findings into decision-making and strategic planning to improve program outcomes.
- Foster a culture of learning by promoting evidence-based decision-making and continuous improvement.
