The Urban Unit was established in 2005 as a Project Management Unit (PMU) of the Planning and Development Department under Government of the Punjab. In 2012, the PMU was transformed into an independent private sector company, registered with the Securities and Exchange Commission of Pakistan (SECP), and is fully owned by Government of the Punjab.
The Urban Unit is looking for the services of exceptionally sound and self-motivated professional for the position of “Senior Program Manager – M&E & Quality Assurance”.

Qualification and Experience:
- Education: 16 years of Qualification in Geographical Information System (GIS) / Space Science / Geomatics or related discipline from HEC recognized institution.
- Experience: Minimum (07) years of relevant experience.
Job Description:
- Lead the development and implementation of Monitoring & Evaluation (M&E) and Quality Assurance (QA) strategies aligned with organizational goals.
- Develop long-term plans for M&E and QA project rollouts, ensuring resources, technology, and skills are in place.
- Ensure the effective execution of M&E projects, including data collection, analysis, visualization, and quality assurance of datasets.
- Establish workflows for monitoring and evaluating programs to measure impact, identify gaps, and improve efficiency, ensuring data quality, accuracy, and reliability.
- Develop and implement robust QA frameworks to validate the integrity of M&E data, ensuring compliance with industry standards and best practices.
- Manage multiple projects, ensuring timely delivery, adherence to budget constraints, and high-quality outputs.
- Coordinate with internal and external stakeholders, including government agencies, donors, to ensure alignment with M&E and QA best practices.
- Represent the organization in discussions with stakeholders regarding M&E, data quality assurance, and reporting deliverables.
- Provide technical expertise and guidance to enhance decision-making, project outcomes, and data reliability.
- Oversee the collection, validation, management, and analysis of data for monitoring and evaluation purposes.
- Undertake substantive monitoring of project activities, including quality assurance of project implementation, financial resource tracking, identification of operational and financial issues, and development of corrective measures.
- Prepare detailed reports for senior management, highlighting achievements, challenges, and future action plans, with a focus on data integrity and quality.
- Drive innovation by integrating advanced data analytics and digital tools in monitoring, evaluation, and quality assurance processes.
- Ensure adherence to data governance policies and protocols, minimizing errors, redundancies, and inconsistencies in data handling and reporting.
- Manage the information-gathering process for results and performance reports, briefings, presentations, and other communications for various stakeholders.
